The problem appears to be that the vw service department does not know how to repair the air bag control system. They have replaced the 2 airbags which were used (front driver and front passenger), then replaced the front seat belts, then replaced the complete wiring harness for the airbag system. Still: they cannot get the airbag system to function properly.
